Performance of Water Institutions in enhancing Water User Rights among Smallholder Farmers in Kiru Valley Tanzania

Purpose: This paper intended to investigate the performance of water institutions using primary roles Water Resource Management.
 Design/Methodology/Approach: The study employed a qualitative research approach through multiple sampling techniques and stages. sample involved 70 respondents from basin villages registered in WUA model. Data were checked by content analysis descriptive statistical procedures.
 Findings: findings revealed that Management (WRM) Act No. 11 2009 institutional targets formal informal are relevant reflective towards enhancing user rights valley. model seemed have better on management Kiru Valley, Tanzania.
 Research Limitation: limitation this was overlapped policies programs which restricted definition valley
 Practical Implication: information is useful for key actors formulating effective engage smallholder farmers use large scale targeting serious attract them.
 Social Policy makers should institute WRM relating improve rights.
 Originality/Value: seeks develop an framework monitor procedures stakeholders.
